全ては2018年のハロウィンで起きたネット上の悪質なイタズラ動画から始まる。その動画はバズりにバズり、イタズラを始める若者が増えていった。「イタズラ」をされた人が別の人に同じ「イタズラ」をし、その動画が拡散された。そのため、2018年は「終わりの始まり」と呼ばれた。
サージ
サージはベテラン中年兵士だ。在職期間中、密輸の疑いをかけられて軍隊から追放された。感染拡大する前、彼は船のマネージャーで、つまらないが裕福な生活を過ごしていた。今では彼は毎日全面武装して、第一線に戻ったが、どうやらこの方が気持ちがいいらしい。
ラスティ
ラスティはバイククラブのメンバーだった。国内で一番恐ろしいと言われている刑務所でサバイバル本能を鍛え上げた。感染拡大後は一味違う自由をエンジョイしていた。冷えたビールがないのが少しばかり残念である。ラスティは当初、盗賊団と共に行動していたが、ある女性生存者に対する扱いの問題でいざこざがあり、その内輪揉めで３名の盗賊団が死んだ。その後、ラスティは盗賊団から離れた。
マディ
マディは母親と継父とともに生活していたが、毎日スマホを眺めていたせいであまり両親を見ることはなかった。感染勃発時、実のお父さんのところへお邪魔していたから、忠実の仲間フランクと一緒にいることとなった。
ミス・ラッキー
ミス・ラッキーは謎に包まれた存在である。彼女の本当の名前を知る人もいない。しかし、彼女はどこか楽しんでいるようだ。爛漫で笑うことが好きな彼女は他の生存者を励ます存在であるが、荒地にいるとき、その自由気ままな笑いは時にトラブルを招くこととなる。
ゴースト
ゴーストは昔、グラフィティアートで自分の代わりに物語らせようとしていた。今彼は、無駄話を一切しなくなった。パルクールの愛好者で、空手の上級者でもある。彼が「ゴースト」と呼ばれる理由は、他の芸術家が決して入ることができない「ゾーン」に入り込んだからだ。よくマディと一緒に救援任務に出かけるため、他の人にはない絆を作り上げた。

自分だけの基地を建設して拡げよう
仮避難所は全ての家族や友人を保護できるわけではない。そのため、潜伏しているアンデッドを倒し、侵入を防ぎ、基地を拡張し、強固な壁を建てよう。基地内のデコレーションもこだわろう、基地で暮らす生存者にとって楽しみのひとつだ。
